ประวัติความเป็นมา

ในช่วงปี พ.ศ. 2521-2525 พลตำรวจตรี เภา สารสิน (ยศขณะนั้น) ขณะดำรงตำแหน่งเลขาธิการคณะกรรมการป้องกันและปราบปรามยาเสพติด สำนักงาน ป.ป.ส. ประสบกับปัญหาความไม่คล่องตัวในการให้ความช่วยเหลือแก่เจ้าหน้าที่ที่ได้รับบาดเจ็บหรือเสียชีวิตจากการปฏิบัติหน้าที่ปราบปรามยาเสพติดและครอบครัว ทั้งนี้ เนื่องจากทางราชการมีงบประมาณจำกัด และระเบียบข้อบังคับการเบิกจ่ายเงินมีหลายขั้นตอนต้องใช้ระยะเวลาดำเนินงาน ไม่สามารถช่วยเหลือได้ทันต่อสถานการณ์ ท่านจึงได้จัดตั้ง "มูลนิธิป้องกันและปราบปรามยาเสพติด" เมื่อวันที่ 24 สิงหาคม 2524 โดยมีสถานที่ตั้งมูลนิธิฯ อยู่ที่สำนักงาน ป.ป.ส. ปัจจุบันเปลี่ยนชื่อเป็น มูลนิธิ พล.ต.อ.เภา สารสิน เมื่อวันที่ 29 พฤษภาคม 2556

History of Police General Pow Sarasin Foundation

Police General Pow Sarasin Foundation was formerly known as Narcotics Control Foundation. While serving as the Secretary-General of the Office of the Narcotics Control Board during 1978-1983, one of the most critical issues Police Major General Pow Sarasin (his rank at the time) encountered was the limited budget Thai Police Department could provide to assist the families of police officers who died on duty service. The lives of family members were badly affected by the death of the “head of the family”.

With his strong determination and goal to ensure that necessary supports and care are available for distressed families, Police General Pow Sarasin had worked tirelessly with all concerned to provide educational scholarships to the children of those deceased officers. In parallel with his efforts on education, he made every possible effort to bring together every sector of the society and encouraged them to join hands to tackle the on-going problems on narcotics and drug addiction through enhancing their awareness of this serious issue and closer cooperation. As a result, the Narcotics Control Foundation (NCF) was established on 24th August 1981, located at the Office of the Narcotics Control Board.

In addition, one of the main missions of the NCF is to provide necessary care and support for the children at Baan Ta Wan Mai (meaning Home of the New Dawn), offering a safe and stable shelter for underprivileged children who are at risk of drug addiction. Presently, Baan Ta Wan Mai is a home to some 200 children and with donations both in cash and kind, the children are able to obtain proper education from elementary to university level. Besides the basic education, the children in Baan Ta Wan Mai will also receive a wide range of daily training on lives’ essential household skills. Over the years, the love and care at Baan Ta Wan Mai helped these children to grow and become both physically and emotionally responsible and capable citizens of our society. The funding and financial support to maintain the operations Baan Ta Wan Mai comes entirely from donations by kind and generous donors.

For over three decades, Police General Pow Sarasin, had committed to improving the activities of the foundation and the livelihood of children in need. Having played a major role in the expansion and development of the foundation, it is a great loss for the foundation and our society with his passing away of General Pow on 7th March 2013. However, the Board of the Foundation fully recognized his strong commitment and dedication to build a solid foundation and ensure its future development. They, therefore, reached a unanimously decision to change the name of the foundation from Narcotics Control Foundation to Police General Pow Sarasin Foundation, going forward under the same robust vision and missions, in honor and commemoration of our much loved and highly respected Police General Pow Sarasin.
